Brief summary

With the LSVA III project, the existing system for levying the mileage-related heavy vehicle charge (LSVA II) domestically will be renewed. Thanks to the LSVA III, the previously necessary manual steps for all participants will be reduced to a minimum.

Status and outlook

The LSVA III project is being implemented. In the future, private providers are to collect the data needed to calculate the HVF. For this purpose, a national provider will be put out to tender, which will have to equip every interested vehicle owner with a free registration system. In addition, other private providers can also register for the data collection. To do so, they have to pass through a registration procedure successfully. Collection is carried out by the FCA for all vehicles registered in Switzerland. The LSVA amount is calculated by combining the weight and the number of axles. The maximum permissible total weight of the towing vehicle and the number of axles of the trailers carried are decisive. 

In 2020, the focus will be on the development of the IT system and the design of the control system. The introduction is planned for the beginning of 2024 with a one-year transition phase. The project is managed using agile methodology.

Object and purpose

In the new LSVA III system, tasks that do not belong to the core competence of the FCA will be outsourced to private providers. As has already been implemented in the EETS project for the service for collecting the LSVA for foreign transport companies. The corresponding processes will also be automated for domestic transport companies. The new solution will be developed in such a way that it can be adapted to changing conditions or new legislation.
